INQUIRER: Police this morning identified two recent homicide victims and announced arrests in one of the slayings. Marta Martinez-Lozada, 37, was shot dead Tuesday afternoon during a botched robbery in Kensington. A witness flagged down police in the 2600 block of Lawrence Street and said Martinez had been gunned down by an unidentified male who fled the scene in a red Honda driven by woman, police said. INQUIRER: The body of a woman was found this morning on a Philadelphia city golf course, police said. A golfer discovered the corpse about 10:30 a.m. near the 14th hole of the Juniata Golf Course near Fisher’s Lane and Ramona Avenue, said Lt. Frank Vanore, spokesman for the Philadelphia police. INQUIRER: Police this morning identified a 53-year-old man who was shot to death in Brewerytown last night. Steven Tucker, of the 2300 block of Seybert Street in North Philadelphia, was found shortly before 8:30 p.m. in the driver’s seat of a 1994 gold Mercury Grand Marquis suffering gunshot wounds to his chest. He was taken to Hahnemann University Hospital and was pronounced dead at 8:53 p.m. No arrests were reported. MORE

INQUIRER: City police concluded a probe of a fatal shooting in a Southwest neighborhood that was in self-defense. A man in his 20s was fatally shot twice in the chest shortly after 1 a.m. Sunday in the 5100 block of Warrington Street near South 52d Street in Southwest Philadelphia. INQUIRER: Philadelphia officials cannot enact gun laws tougher than Pennsylvania’s law, a state appeals court ruled today in throwing out city ordinances that would have limited gun purchases to one a month and banned assault weapons, among other things. Commonwealth Court dismissed a lawsuit against the Legislature filed by two members of Philadelphia’s City Council, Darrell L. Clarke and Donna Reed Miller. The court cited language in several gun ordinances the council passed last year that the measures cannot take effect unless the Legislature were to let municipalities enact stricter laws. All three were shot, and two managed to take refuge inside a rowhouse in the 200 block of South Ithan Street.
